Outsourcing means handing work to an outside company instead of doing it with your own staff. Offshoring means having work done in another country. They often overlap, but they are separate ideas. You can outsource to a local firm, offshore with your own employees abroad, or do both by hiring an overseas agency. For most small businesses, the practical question is who manages the work and where the person sits.
These two words get used as if they mean the same thing. They do not, and mixing them up can lead to choosing the wrong kind of help. Once you separate the two ideas, the options get much clearer.
Outsourcing defined
Outsourcing is about who does the work. When you outsource, an outside company or contractor performs a function that your own staff would otherwise handle. Payroll processing, IT support, cleaning and call centers are classic examples.
The defining feature is that responsibility for delivering the work sits partly or fully with the outside party. You agree on what gets done and usually how it is measured, and they decide how to staff it.
Offshoring defined
Offshoring is about where the work happens. When you offshore, work gets done in a different country, typically one with lower labor costs or specific skills. The people doing it might be employed by you, by a partner or by an outsourcing firm.
The defining feature is location. Who manages the work is a separate question.
The four combinations
Thinking in a simple grid makes this easier. One axis is who does the work. The other is where.
Your staff, your country
This is the traditional setup. You hire locally, employ directly and manage the work yourself. Highest control, usually highest cost.
Outside firm, your country
Onshore outsourcing. A local agency, accounting firm or call center handles the work. You pay for expertise and flexibility, often at a premium.
Your staff, another country
Offshoring without outsourcing. You employ someone abroad directly, or through an employer of record service that handles local payroll and compliance. You manage day to day work. Cost is often much lower, and you keep strong control.
Outside firm, another country
Offshore outsourcing. A business process outsourcing company in another country runs a function for you, often with shared staff. Lowest management effort, least direct control.
Where dedicated staffing fits
There is a middle ground that many small businesses use. A staffing agency recruits and employs someone in another country, but that person works only for you and takes direction from you. You get the control of having your own team member with the convenience of someone else handling recruitment, payroll and HR.
That is the model delegateit uses. Our guide to BPO vs a dedicated offshore staff member explains how it differs from traditional outsourcing.
Why the difference matters
Control
With classic outsourcing, you buy a result. With dedicated or direct offshore staff, you direct a person. If your processes are unusual or change often, direct control usually works better.
Knowledge
Outsourced teams often serve many clients, so knowledge of your business can stay shallow. A dedicated person builds deep context over time.
Cost structure
Outsourcing firms often price by task, ticket or hour. Dedicated staff are usually priced monthly. Each suits different volumes. Our post on hourly vs monthly pricing covers the tradeoffs.
Risk
With outsourcing, the vendor carries more delivery risk. With dedicated or direct hiring, you carry more management risk but have more say in fixing problems.
Which fits a small business
A few questions help you decide.
- Is the work standard and easy to measure, like a high volume support queue? Outsourcing may fit.
- Does the work depend on knowing your business, clients and tools deeply? Dedicated staff fit better.
- Do you want to manage a person day to day? If not, outsourcing reduces that load.
- Is cost the main driver? Offshoring of either kind usually lowers it.
Many small businesses find that dedicated offshore staff give them the best mix. They get someone who learns the business while keeping costs well below a local hire. Our comparison of offshore vs nearshore staffing can help if you are still choosing a region.
Common misconceptions
Offshoring means a call center
Call centers are one form of offshore outsourcing. Plenty of offshore work is done by individual professionals working for one company, such as bookkeepers, executive assistants and designers.
Outsourcing means losing control
That depends on the arrangement. Dedicated staffing keeps day to day direction with you.
Offshoring is only for big companies
Small businesses offshore work all the time, often starting with a single part time assistant.
It always costs less
Offshore labor usually costs less, but poor setup and turnover can erase the savings. Our guide to hidden costs of offshore hiring covers what to watch for.
Examples by function
Customer support might be outsourced to a BPO for high volume, or handled by a dedicated offshore agent who knows your products well.
Bookkeeping might be outsourced to a local firm or handled by a dedicated offshore bookkeeper who reports to you, with your CPA reviewing year end.
Executive support is almost always better as a dedicated role, because it depends on knowing your preferences and priorities.
Marketing work can go either way. A design agency handles big creative projects. A dedicated assistant handles ongoing posts and updates.
A note on terms you will see
Business process outsourcing, or BPO, refers to firms that run whole functions for clients, often from the Philippines or India. Employer of record services handle legal employment of staff in another country on your behalf. Staff augmentation means adding outside people to your own team under your direction. Dedicated staffing is close to staff augmentation, usually priced monthly per person.
Questions to ask a provider of each type
If you are talking to an outsourcing firm, ask how many clients each staff member serves, how they learn your processes and what happens to quality when volume spikes. Ask for the reporting you will see each month.
If you are talking to a dedicated staffing provider, ask who employs the person, what benefits and equipment they have, how replacement works if the fit is wrong and how much of the day to day management stays with you.
If you plan to hire directly abroad, ask an employer of record provider or a local advisor about contracts, payroll and any obligations in that country. This route has the most paperwork, so get proper advice before you start.
A quick way to decide
Write a one paragraph description of the work. Then read it back and ask whether a stranger who serves ten other companies could do it well. If yes, outsourcing is worth pricing. If the honest answer is that they would need to know your clients, your tone and your systems, you want someone dedicated to you. Then decide whether that person sits locally or offshore based on budget and the hours you need covered.
Next steps
If you have decided a dedicated offshore team member makes sense, our pricing page shows delegateit plans. An Assistant starts at $1,500 a month full time or $900 part time, and a Specialist starts at $2,200 a month.
